Well, I can't know, I don't live there. Though you can't really call a white person from New York a "redneck" can you? But "nigger" you can use for practically every black person in the US.

Hell most racist terms are usually only racist because people choose to take it that way. Either way, it's irrelevant to my original point whether it is or isn't. All that matters is that some might take it that way.

Well, I don't think that someone is going to be offended by the name, though I think that he also said some very mean things about southerners, like they have relations with their daughters and etc.

We have a similar term here in Turkey, used for a religious minority, and similar accusations of having relations to their own family members(of course it's not just stereotyping, it's also slander) though in terms of "race" we're of the same ethnic background, Turks, so its not a "racist" term in any way. Similarly, I don't think that Redneck is a racist term.
