In my opinion America has a choice of Muslims either blaming America because they didn't help, or because they bombed a country and killed Muslims again. The first option is less likely to result in a terrorist revenge attack.
Plus America has a fairly bad reputation of accidentally and purposefully killing civilians and allies which probably will happen in Syria too.

It tells us that we’re ready, we’re at home, we’re where we’re supposed to be. Flames don’t intimidate us. What do we do? We control the flame. We control them. We move the flames where we want to. And then we extinguish them.
