They probably think those people would be martyrs for Christ and get an instant ticket to Heaven, so it would all be fine in the end.
But here in reality, what they're doing is risking getting people killed. What happens when someone sees one of these balloons drop the bibles, wanders over to see what was dropped, and picks up a bible just as a truck full of soldiers pulls up? His life won't be worth dirt at that point.
Heck, didn't anyone see the news article recently where a bunch of people were publicly executed just for watching South Korean TV programs? Does anyone think that someone picking up a bible would fare any better?
I pity the poor soul who picks one up not knowing what it is, and takes it home of curiosity. Especially if its a child. They may kill the whole family if they find it in the house.
