Islam doesn't mention property taxes but every Muslim in a country that has property taxes has to do it. There's no mention of not littering but if it's against the law you can't. That's clear and obvious
Laws in my country, and most of the world, do not come from Islam. But anyway.
Morality does not come from religion, it is a social construct that has evolved along with our society and civilization.
So you say that you obey the law, unless it is 'against islam'. You can break the law if it is required by islam. But you follow the law if it not specifically legislated against by islam.
None of this deals with morality. A thing is moral or immoral, law has nothing to do with it. Laws are made on the basis of morality, not the other way around. A law against something does not make it immoral.
