There is probably a psychological thing here. Like any clothes you wear, shoes (or boots) will make a statement about the image you wish to put across, as well as how they make you feel. I always enjoy it when my good lady (who works in HR) has to sack someone, because she always dresses up for the occasion. Unless she's planning on flirting with the poor sod she's just fired, she's not wearing sexier clothes in order to give THEM a turn on, but rather for the confidence boost it gives HER.
Something else I've noticed is that her "confidence clothes" have gotten substantially sexier and more sophisticated as she's gotten older. The level of sexy she wears to work now is approximately the same as she'd wear for a night out 10 years ago. As she's become more confident in herself, her wardrobe has reflected this. Perhaps that's WHY those clothes are sexy, they reflect someone who is confident in her sexuality, who is not trying too hard, but is also not afraid to express herself. A pair of long boots on a woman who wears them to make herself feel good are sexy. The same pair of boots on a woman who is trying too hard to be alluring to those around her is not. The attractiveness of footwear is, to my mind, contextual.
There is nothing less sexy than girls, and its usually older teenagers / younger 20s, who are trying too hard, wearing shoes they don't know how to walk in and clothes which leave nothing to the imagination. The "statement" made by shoes in that situation is not sexy or sophisticated, but is just needy and reflective of low self esteem. They are wearing possibly the right clothes... for the wrong reasons. And thus a pair of shoes which would be sexy on someone who knew how to wear them, just look cheap on someone who doesn't.
So yes. Thigh highs. Sexy on some people and in some contexts, not in others.

Or I could just be overthinking this, in which case shapely legs + tactile leather = rawwwl.
