Maybe it's just me, but I always felt in these incidents that victim, rescue worker, and motorist safety takes priority over being able to actually drive on the road.
When rescue personnel arrive and are working around the accident, that section of the road is theirs alone, and it's up to them to give it the all clear for people to resume using it.
