As verse 11 states "Clearly, no one is justified before God by the law..." (NIV). The book of Galatians was written specifically because Jewish christians were trying to convince new Gentile converts that they must follow the law and Paul is chastizing them for returning to the law after having been freed from it by faith in Christ.
Lets talk about paul.. why did he take the vow?? Because he did not believe in jesus..
Read 1Cor9:19-23. Paul wasn't against keeping the customs of the old covenant as long it didn't interfere with keeping the law of Christ. He wasn't going against the law of Christ by doing this, but it allowed him to be closer to the the Jews so that he could preach the message to them more easily. Shaving his head and fasting didn't keep him from his bellief that that he was not under the old covenant.
