They thought that if they had enough rules it would eliminate all of the problems.That just made it worse. And since the old law was fairly strict and controlling, the "new law" had to be that much more so. Which is why so much of it deals with 'thoughtcrime.' As Jesus told the crowd in Matthew 5, it was no longer enough to obey the law via action; if you could not control your intent or desire, you were guilty of the crime anyway.
