This "pre-world war II" claims are all conservative baiting, anyhow. The military currently spends more than 5x more than China yearly anyhow. This will hardly be a dent in the overall size or power. The unit efficiency pre WWII doesn't even compare to now. We didn't have drones, nukes, or the Air Force pre WWII.
