God only wants pure souls in heaven and will do anything to help people become so. The atheist chooses not to accept his perfect gift. It's not 'Believe in me or spend an eternity in hell' because believing in him is the greatest thing that can ever happen to someone! God makes the choice so easy that it is completely illogical that anyone would say no to it, but if they do, they have Hell to go to.
