Sockpuppeting, or trolling, is more about showing one's disdain for the site than it is for any rational reason of genuine interest in the site. It most often happens after one has been banned from the site, and the people who become trolls always think they were wrongfully banned. What better way to show one's abhorrence than attempting to create chaos through a false identity?
I am unsure how the mods would determine a public IP address to be connected to a previously banned member, except that I do know most everyone has a particular signature in the way they present themselves online. And to be honest, most people cannot help except to eventually reveal who they truly are, because their ego demands that they receive recognition for who they are, what they have done, and how they have supposedly fooled everyone.
