I think this is true in the same way that "meme" is synonymous with "trope," but usually the difference is that the word "meme" is assigned when it is a picture or particular pattern of words that communicates an idea they already know is being propagated and also simultaneously is a variation on the idea that it communicates, whereas a "trope" seems to be an thing that is being propagated as a literary device, specifically to invoke all of the things associated with that thing.
