When assignments are scanned into a document scanner and posted to BB, it is common for there to be screwups regarding exponents. It used to happen to me in my classes all the time. We would normally post questions like that directly onto the blackboard site and the prof would clarify. Sometimes the problem is a lazy TA who doesn't want to use the equation editor in MS Word, but it doesn't look like that's what happened here, because they used the union and intersection symbols there.
