They may be referring to environmental stress, e.g. quickly returning a fish to be released to the water and ensuring that they have recovered before releasing them to ensure the fish survives. Don't know. As to whether they experience pain in a meaningful way, my father (PhD in Marine Biology) maintains that they don't - whatever that's worth.
