Would you think it's acceptable to host the world cup in a country that treats black people as second class citizens? Or would you think that the governing body who makes those decisions should have a moral obligation to give the world cup to a country that treats its citizens as equals?

You're completely missing the point. Neither option is acceptable. What you're doing is saying one is fine and nobody should care because the alternatives are far worse. It may be true that the alternatives are worse, but it doesn't make it any better to be oppressed. So again, quit justifying oppression.
