I'd like to just go ahead and just blame EA. But I have a feeling that EA had nothing to do with the ridiculous idea of having the entire game take place in and around one city..
EA isn't always trustworthy with games. They screwed over the Ultima series pretty good with the rushed 8 and 9 titles. This is what happens when you're more interested in money than art. Though given the short lifespans of consoles, waiting another year to put out a good title instead of rushing it for the current holiday season can cause a game not to sell on a system that's practically out the door.
