Essentially under educated, unemployed people who decide to make everyone else as miserable as they are. Often violent and reactive usually the ones you see on the news just after they almost beat somebody to death or stabbed somebody. Essentially like american ghetto gang culture without the guns.
In Libya, we have the rdíf, under dictatorship they were exactly like chavs now. Many have joined militias, my childhood neighbourhood is full of them. Thank god my mum was overprotective.
