before genesis day 1, the frame of reference for the narrative is the earth's surface. Day 1 (epoch of time) starts with 'let there be light'. until then, the earth atmosphere zone was opaque due to the sun's disk of dust and other materials. after some time, gravity had pulled this material sufficiently together to form the earth which changed the earth's atmosphere zone to translucent allowing the sun light to reach the earth's surface.
Electromagnetic radiation was brought into the cosmos 13 billion years ago.
