The basic problem with police is that it's a shitty job that qualified people don't want to do. You deal with people who hate you all day long and the pay isn't very good. One of the main things you do is paperwork and when the job isn't miserable it's probably boring. So what type of person possibly wants to be a police officer? The type who gets psychological joy out of tormenting and bullying people. Who likes ticketing people, who doesn't give a shit about your problems. That's a huge bonus to the job for some people. Psychological screening will only do so much, considering that people will lie about it.
Another huge huge problem for reforming the police is the idea that more cops=less crime. When Bill Clinton added a bunch of cops to the nation in the 90s it had no effect on the crime rate. A total waste of time. We can also look towards our neighbors for this. Mexico has a massive police presence. Far more police per capita than the U.S. but they do virtually nothing but hassle people for bribes and basically never investigate crime. Some of them are just a branch of cartel muscle. Everytime I come up to Canada (where I've been all summer) it always strikes me how unnoticeable their police force is yet the crime remains low. Until the general public and politicians stop with the idiotic idea that more cops=low crime and start depending on themselves as the first line against crime then we will long have police brutality by state funded thugs.
