Ever see a student rack up nearly 2 grand in cell phone fees because they wanted to cancel? I have, and they did nothing outrageous.
Several years ago, a buddy's teenage daughter managed to rack up many hundreds of dollars in text message overage charges, so yeah. I think it was close to a grand.
A lot of plans are now unlimited (*), but not all of them, and it wasn't that long ago that unlimited anything was a tiny minority exception rather than the rule. I've heard claims from some Europeans that their unlimited plan costs about a third of what mine does ($40 for my share of a family plan, unlimited text, unlimited data (5GB at LTE speed), 750 shared any time minutes (I use less than 60 a month). Then again, that does include the monthly payment for my phone, so I'm not gonna complain.
