If God is an infinitely powerful and knowledgeable being, then all actions and events are within Its will since It created the initial conditions from which all changes necessarily follow. To say something occurred outside of Its will is to suggest that God is not the sole author of creation, that there are a plurality of (human) wills that can actually rule over It.
