I have hired such people under such programs...their wages are subsidized by someone else. The employer gets re-reimbursed. Their job prospects are limited because some employers are unwilling/unable to deal with the red tape.
The "red tape" is about two pages of paperwork, completed by the employee, turned in by HR to the Feds whe tax records are handed over.
Having managed businesses for several nationwide companies, I can tell you firsthand that this "red tape" objection is silly. We were encouraged to hire folks off of the welfare/unemployment rolls by tax breaks, meaning that we got a tax break for the applicant taking three minutes to complete the form.
