When Constantine legalized Christianity they were about 5% of the empires population. Just the next few emperors were Christian unlike Constantine. Romans would've have though much of this at first as a number of emperors were in fringe cults in the past. The problem was that these emporers didn't check their Christianity at the door like presidents now.
I'm talking biblically speaking the way they say it in the bible.
