For one thing, I study public health, so I can tell you that the main things Obama would be looking at is healthcare cost, the value for money, and the accessibility to the system overall.
He would have seen graphs like these:
And much much more importantly he would have seen these OECD graphs:
They show that the USA is in serious need of public health reform. However these are not the graphs he's targeting with Obamacare, this is the graph that Obamacare targets:
It isn't going to bring you to 100% at all, but it will raise the percentage because more businesses will be forced to provide healthcare for their workers. It's a step in the right direction, it's not enough, but it's a start.
