You have to go back a little farther than the raccoon to find the Red Panda's common ancestor to giant pandas. They're their own genus, but closer to mustelids (eg, badgers and weasels), procyonids (eg, raccoons and kinkajous) and skunks than to bears.
Which raises the question: why do they look 'bear-ish' but have genes more like a skunk's? It's something that evolution can explain better than any alternative we've yet come across.

It's not actually a part of the giant panda family, I'm afraid, although it was long thought to be. The closer relationship is to the racoon, but it's the only extand member of its family (Ailuridae). However, it belongs to the superfamily Musteloidea, which includes badgers, skunks, and racoons; but not bears. Your main point that the red panda isn't a bear stands.
