The problem with your "logic", such as it is, is that Bush inherited a foreign policy issue that flamed up into shooting from time to time, and exacerbated America's difficulties by making one of the stupidest decisions in Presidential history.
You continnually pointing to the fact that there were prior hostilities doesn't exonerate Dubya of colossally misjudging the situation on the ground, and then lying to get his proposed course of action accepted.
Foreign policy protip: If you have to lie to implement your policy initiatives, they're probably not very sound. Dubya learnt that to the detriment of his legacy; the Republicans learnt that to the detriment of their electoral viability; and hopefully the American people will have learnt that enough to ensure that future presidents are much less quick to reach for the big stick and more apt to speak softly.
