The minority group may seem like a majority to you because the police are told to mostly stay away from affluent white areas. Studies show white people do drugs at about the same rate, and if you stop and frisk white people you're more likely to find some drugs. But the police don't want to keep an eye on the rich white people. they patrol the black and hispanic neighborhoods.
I don't think the cop's life was in danger. The black guy just hit him and ran away. If he really wanted to mess the cop up, that's what would have happened. He punched the guy as a distraction, then ran off. I don't believe any line about him turning around and charging while being shot at. Nobody does that.
