I saw a documentary on brain size vs. body size. Basically there are two measurements. Assuming an average brain to body, some animals have extra brain matter. It seems that this 'extra' brain matter is what determines the intelligence level of the animal.
Even though some larger animals have larger brains, the 'extra' is still less than the human 'extra'.
