The offer who killed Eric Garner did so with a choke-hold that NYC officers have been forbidden from using. Which means he was not following protocol and a man is dead, yet he will not answer for it. If an officer injures or kills a person because he did not follow proper procedure, he should be punished. You don't need to be a know-it-all to understand the importance of making sure that the people who enforce the law are obeying it themselves.
