It's a simpleminded way to explain both bad, nonsensical things and why some people live through them and others don't. The kind of reasoning a child would employ because it's simple and always yields a happy answer, even in the face of suffering.
Like a lot of things in religion, it's merely empty talk dressed as wisdom aimed to take the attention away from the here and now.
Of course ... never mind the internal contradiction of an omniscient god testing his subjects.
