In a forum with less integrity, maybe Henry Kane would push for the hammer at every turn, whether or not his colleagues agree.
Here? Well, Henry Kane would actually abstain from discussion and voting, precisely because of his personal bias. Even if he didn't, his colleagues would advise that he did so for the same reason.
