Assuming God knows everything, he is qualified to judge. We have limited knowledge and always judge given limited information. If we were privvy to the information God has then we could judge God's actions.
How do you know the baby is innocent? Supposing it grew into a person so bad humanity was wiped out... would that justify killing to humans? God would take more into consideration of course; not just human interest.
