I read somewhere that non-religious Turks in Germany complain that they are officially referred to as muslims because they come from Turkey

I could easily imagine that, Turkish people and islam are strongly associated here, since also most German muslims by far (with exception of some people from former Yugoslavia and the Soviet Union) or their families are of turkish origin.
