I'm thinking there should be a sliding scale, so to speak, for overhead. A billion dollar a year income charity shouldn't need 10% off the top to run, and a 'worthy' hundred thousand dollar a year income charity might need more than 10% although if it gets too high, IMO, it's not viable.
