Rule #1 in a false flag operation: Pin the blame on the one you want to attack.
W Bush had no interest in Osama Bin Laden. He had no concern over Afghanistan. He wanted to attack Iraq right away but couldn't find any evidence connecting Saddam to 9/11.
So he put the minimum effort into Afghanistan and launched a P/R campaign to drum up support for attacking Saddam.
For me, it's enough of a conspiracy that W Bush and Cheney responded to 9/11 by taking full advantage of a nation shocked by these attacks and then lied us into a war that they knew had nothing to do with it.
