Looks are important to an extent, I'm not gonna beat around the bush and be all PC and say "oh no, they don't matter!". It's only when you start picking apart people's looks and only shooting for absolutely beautiful people that it becomes shallow.
But I think you have to be more realistic in your expectations (both for yourself and potential dates). simply having good hygiene, fashions, and being a reasonably healthy weight (as well as confidence) will be sufficient to get people attracted to you. My body is put to shame by all these models, yet I don't struggle to get guys.
I also think the people who bitch about "oh I'm ugly, and everyone is so shallow!" are secretly shallow themselves. No, not everyone is shallow, it's just that the hot guys you want to be hot enough to bang are shallow, then when a genuinely nice boy-next-door type comes along it's "ugh not him". You're no better.
