The word there for revelations is "Ayat". As other verses show it means who disbelieve in proofs/signs of God when it becomes manifest to them. This is easily proven that a person unaware of the Quran as majority of humans were of that time, did not believe in it. But disbelieving means when the signs of God come to them.
This is like saying a person who didn't see the staff of Moses turn to a snake is the same a person disbelieving in the miracle in front of his eyes.
A verse states 'That who may perish may perish on a clear proof'
