They are not smart enough to understand that. They believe that tying yellow ribbons around things helps troops. And they do not want to vote for enough money to be spent to properly care for the injured afterwards, either. Just tying yellow ribbons around things, and waving flags. And speaking out against those who don't want troops to be sent into harm's way unnecessarily.
