So here's how it goes.
When you anodize a metal, you pass current through an electrolytic solution with the metal acting as the positive electrode. The negative electrode releases hydrogen, and the surface of the metal starts to accumulate an oxidized layer.
At a specific voltage, that oxidized layer is a certain thickness. If you increase the voltage further, the oxidized layer thickens, the wavelength of light that is reflected changes with it (remember Snell's Law), hence the varying color.
