It's all about revenue, you're right. Recently the Premiership signed a very lucrative TV deal which sees clubs getting hundreds of millions from TV contracts alone each year just for being apart of the league itself. The WC is where companies and clubs come to tout their business and earn millions off the back of it.
If we as football fans (and, in the case of Qatar, supporters of even the most basic of human rights) want to see things improve, then we need I think to hit their wallets in top of increasing political pressure to start seriously investigating corruption in FIFA and football in general. I have no doubt that the troubles in FIFA are endemic and filter down to multiple levels.
