Apparently it's called Heatswell. It's a coffee cup sleeve replacement idea. The GIF is a proof of concept, but it doesn't actually swell that much as a product. You can actually choose how much you want it to swell. (You can also get it to swell in different patterns, like a Starbucks logo.) It supposedly feels like a terry cloth towel when it swells.
