Bullshit. If Obama hasn't been able to do what he wants it is because the other party are a bunch of fucking childish brats who cant stand losing elections. Considering that he has dealt with their obstruction, and even the slurs before took his first oath the day after his first election, considering what he has had to deal with, he is doing a great job.
