The others I understand but these two I have no idea what do they mean and Google doesn't seem to know either.

'Balix' is sounded like 'bollocks', a euphemism for testicles. 'Willy' means 'penis', so lower testicles are near the strangled penis.

I suspect that this is not a uniquely Irish phenomenon.
