The answer is yes they can be ethical and good. The question is are they similar in goal, experience, and value that a close sincere servant of God who's body is on earth while his heart/soul is in the high assemblies, seeing the light of God, scenting Prophethood and being guided by the companionship of the his appointed Leader/Master/Guide.

I feel they miss out on too much, and a core of their being is lost, when they are ignorant of God.

However a person who is very well aware of proofs of God or his guidance and rejects it, can't be good, his stubborn way against guidance and God makes him unjust.
