The point here that if these things were legal people who are doing them right now will do them without any fear from punishment thus making them bold an come out to public making the society a hard place to live in.
As for drugs not many people are doing drugs now I agree but look how many smokers are there in the world because it is legal.
Do you really think there would be fewer smokers if smoking was illegal? Have you ever heard of the United States Prohibition Era?
That if drinking was forbidden in Christianity as it is in Islam it would have been easier by the way people who drink in muslim communities are a minority.
The second thing you can't get people used to something as a legal thing and take it away after that will make it harder to quit.
In conclusion if drugs where legal there will be much more users and if u try to make illegal again you wont be able to .
