The Dalai Lama is a deposed theocrate without a theocracy, and like any deposed monarch angling to reclaim his throne from abroad, he would say whatever is pleasing to the ears of those he thinks he could use until he installs himself back on the throne and terminates his accountability to anyone and anything. One needs only to look at how retrograde, repressive and theocratic feudal Tibet had been under the Dalai Lamas when Tibetian Buddhism had free reign over it to decide just now much better it would make the world.
