The best idea is common sense.  

If a girl in work flirtatiously insults you a bit and calls you a dick or makes a sexual innuendo then it's pretty much common sense for this to be allowed in the work place.  It's comedy, it's socializing, it takes people's minds away from the monotony of work.  Don't go reporting it to the PC police because a woman has insulted you and used a sexual male body part and this could be considered sexual discrimination.

It's common sense that if a new girl walks into the room you don't comment on her tits or leer at her or some other shit like that.  

It's the common sense skill of being socially aware but sometimes these lines get blurred.  Some people are way more easily offended than others, other people are obnoxious and offensive to people and don't even realize.  

I think in most cases people shouldn't lose their jobs for saying some words that offended someone in a lot of cases.

On the other hand, in cases where the wording is continuous and obviously bullying or targeting someone intentionally then action should be taken.

I've been targeted and bullied by a couple of female managers before but it had nothing to do with me being male I don't think, or to do with PC culture.  Like I say I think it's just all about preventing bullying/aggressive and purposefully offensive behavior out of the workplace whoever is doing it for whatever reason whether it' based on racism, sexism or none of those reasons.

It tells us that we’re ready, we’re at home, we’re where we’re supposed to be. Flames don’t intimidate us. What do we do? We control the flame. We control them. We move the flames where we want to. And then we extinguish them.

Impersonation is treason.
