Question for you artsy types

Are you aware of a decent mobile photo editing app that must have two attributes I require: resizing and text installation?
It's for a book cover. I've tried a few, but they've been useless thus far.
Edit: perhaps two extra attributes - app must be free to use and it must have a proper image saving setting.
