Firmament means sky, so there was water above and below the sky.
If you want to get scientific, water blocks radiation,
During the flood, the Bible states that the "windows of heaven were opened", and all that water fell to the Earth,
Liquid water blocks radiation, water vapour, not so much.
Water fell to the earth, not water vapour or clouds, water!

Water vapor is still water, while it may not be as effective as a liquid, I'm sure a large enough volume of it would be.
Also I'd like to note that I asked for an example of where I specified 'liquid water' and you provide an example with no such specification... makes sense if you're stupid.
