The rainbow was a promise to never again flood the earth, correct?

Adding to this:
I know this because my father, after hitting me, would promise to never again hit me by offering me a gift.
The gift was his way of apologizing for the wrong he had done.
God wasn't apologizing! I have never heard any atheist make that claim before ever!!
